He made this proposal as the House of Representatives plans to be in recess for six weeks and reconvene on Sept. 12, leaving only a few weeks to pass crucial spending bills for the upcoming fiscal year that begins on Oct. 1. If no agreement is reached between the House and Senate by then, a partial government shutdown could occur.
In explaining his Act to US News Digital, James emphasized the importance of accountability, stating, “If politicians don’t work, politicians don’t get paid. Where I’m from, Michigan’s 10th Congressional District, the number one manufacturing district in the nation, if you don’t work, you don’t get paid. And the same should go for D.C. politicians.”

Rep. John James, R-Mich., has introduced a bill called the “Put Your Money Where Your Mouth Is Act,” which aims to prevent members of Congress from receiving their paychecks during pay periods that coincide with a government shutdown caused by a failure in the appropriations process. This measure is designed to promote accountability among lawmakers.
James highlighted the disparities in work expectations between different groups, particularly in his district, where half of the constituents are classified as “working poor,” and a quarter live below the poverty line. He expressed concern about the impact of government shutdowns on vulnerable communities and criticized the acceptability of well-paid politicians causing such disruptions.
Regarding the reaction from his House GOP colleagues, James mentioned a mixed response, with some showing enthusiasm for the proposal while others displayed hesitance due to it being a new approach. Nonetheless, he believes that such accountability measures are necessary for fostering responsibility among lawmakers.
Rep. John James introduced his legislation amidst a tense standoff in Congress over government spending. Conservative House members are advocating for further budget cuts, while Senate Democrats have already made it clear that they will reject any spending bills below the agreed level between Speaker Kevin McCarthy, R-Calif., and President Biden.
While James did not explicitly predict a government shutdown, he expressed confidence that Congress would eventually come to a resolution. He emphasized the importance of maintaining essential services for the American people who rely on the government to fulfill its responsibilities.
James stated that the goal is to do everything possible to avoid a shutdown, and if his bill can help motivate some lawmakers to work towards a solution, then he sees it as a valuable tool in promoting accountability and responsible governance.
